two equal servers, not getting equal numbers of headers

I have two servers, an east and a west, through from my ISP. I know that certain DVDR posts are 100% complete on both servers by checking them seperatly with grabit. when I try to download them with newsleecher one server scans through and cant find much of anything to download and eventualy just sits saying "scanning transfer queue".

The info window is filled with these:
* Unavail. : Article part # 20 is not available at server "the east server" anymore. (423 No Such Article In Group)
* Action : Skipping article part. The downloaded article will be incomplete when because one or more parts are missing.

meanwhile the other server is acting like it should, and downloading the files. So, why is the second server not downloading anything? It seems to me like it isnt downloading all headers.

Note: im using newsleecher beta9 cuz the new 12 wasnt working properly for me.
